William Graham founded Graham Technologies in 2007. Under his leadership, Graham has established a strong reputation and proven track record of delivering innovative and mission-critical systems for government agencies and private industries. He has led his team to the capture of numerous multi-million dollar prime contracts and subcontracts in the Civilian, Healthcare, Department of Defense (DoD), and National Security markets.

LaToya Graham
Vice President of Human Resources & Operations
LaToya Graham is a key contributor to the success of Graham’s strategic and operational components, she oversees all HR areas, including Compensation and Benefits, Talent Acquisition and Development, Organizational Training, Employee Relations, HR Policy, and Community Relations. Under her leadership, HR has transformed into a strategic business function. She has consistently promoted a culture of innovation, and positive engagement.

Rodney Morris
Chief Technology Officer
Rodney Morris manages Graham’s IT portfolios to enhance internal research and development, as well as engage with and deliver customer solutions. He has over 14 years of experience as an IT professional within the project management, solutions architect, software engineering, and software developer domains working in cleared and un-cleared environments. Morris has authored many articles for white papers, research and conferences, most of them on enhancing insight through data science technologies, disparate systems integration, and dashboards on robust infrastructure for enterprise computing.

Sylvion Mbi
Chief Operating Officer
As the Chief Operating Officer, Sylvion oversees day-to-day operations, driving efficiency and aligning teams to achieve strategic objectives. His strategic insight and operational excellence bring a fresh outlook to navigate challenges and opportunities for our company and clients.
His 25-year career in the IT industry provides him a unique perspective that shapes transformational outcomes and keeps him well-versed in the ever-evolving technology landscape. Sylvion has held various leadership roles in planning, development, delivery, and monitoring of technical solutions to meet customer needs and support their missions.

Eve Barber
Director of Civilian Programs
Eve is the Director of Civilian Programs – With over 20 years of experience in technical management, leadership, and coaching, Eve excels in overseeing complex technical systems and enterprise processes. Her extensive program management portfolio includes Aerospace, IT applications, IT infrastructure, Cybersecurity, and strategic IT planning for the federal customers including DoD, DoJ, NASA, and DHS.
Eve champions a human-centric approach to tackling professional challenges and believes adaptability is key to thriving in an ever-evolving world. She holds both a Bachelor’s and a Master’s degree in Electrical and Computer Engineering from the Georgia Institute of Technology, as well as an MBA from Johns Hopkins University. Additionally, she is a certified SAFe Program Consultant (SPC).
Outside of her professional life, Eve and her husband are busy soccer parents to two boys who play travel soccer. She stays active by teaching Zumba classes.

Sherwood Robinson Jr
Director of Law Enforcement Programs
With over 35 years of Federal government and industry experience—including 31 years at the FBI—Mr. Robinson has built a distinguished career solving complex IT challenges and driving innovation.
As Special Assistant to the Assistant Director of the FBI’s IT Infrastructure Division, he helped executive leadership tackle critical infrastructure issues. Since moving to the private sector, he has become a trusted advisor and business development leader, guiding Federal agencies and industry partners in delivering essential IT services.
His expertise spans SAFe Agile, DevSecOps, project management, cybersecurity, cloud solutions, and legacy system modernization. A collaborative and reliable leader, he has cultivated strong relationships across the Federal and industry landscape. Mr. Robinson remains committed to supporting Federal agencies in their mission to serve the American people through technology-driven solutions.
