The Strategic Partners Acquisition Readiness Contract (SPARC) is a cost-effective, innovative solution for procuring information technology (IT) professional services from a pool of Centers for Medicare & Medicaid Services (CMS) SPARC awardees. The SPARC contracting vehicle was created to establish an efficient means to procure IT professional services from a pre-screened pool of contractors that have demonstrated significant relevant and innovative experience with CMS programs and missions particularly with Agile approaches. The purpose of this contract is to provide strategic, technical, and program management guidance and support services, to facilitate the modernization of CMS business processes and supporting systems. SPARC is a five-year base multiple award, Indefinite Delivery/Indefinite Quantity (IDIQ), performance-based contract with a five-year option period and a $25 billion ceiling. All task orders less than $29 million are reserved for the small business pool. Graham is a prime contractor in the Small Business and 8(a) pools. Graham is allowed to receive sole source awards up to 4 million dollars on the 8(a) pool, and compete for orders issued in the 8a, SB, and unrestricted pools. The vehicle is available to all components within Centers for Medicare & Medicaid Services (CMS) and all Health and Human Services (HHS) Operating Divisions (OPDIVS) to solicit and award IT task orders in support of all HHS business and system objectives.
